EĞİTİM YAPILARINDA TİP PROJE VE STANDARTLAŞMA

Türkiye’de yapım ve işletme maliyetleri bakımından ekonomik çözümlere ulaşabilmek için1920 ile 1950 yılları arasında tip proje uygulamalarına başlandığı görülmektedir. Hazırlanan tek projenin çoklu uygulama esasının alındığı tip projeler, kamunun hızlı ve kolay sonuç elde etme anlayışının bir sonucu olarak gündeme gelmiştir. Bunun temel nedenleri (1950), özellikle okul çağındaki nüfusun giderek artması, fiziksel anlamda kapasite oluşturulmasında yaşanan gecikmeler ve mahalli binaların yetersiz kalması olarak sıralanabilir. Geçmişten bugüne değişen yaşam şartları, eğitim sistemi ile kullanıcı beklentileri kapsamında tip projelerde değişimlerin olduğu görünse de bugün eğitim yapılarında tip projelerle bina elde etme pratiğinin halen devam ettiğini belirtmek gerekir. Günümüzde üretilen yeni tip projelerde ve diğer eğitim yapılarının tasarımı için Milli Eğitim Bakanlığı tarafından hazırlanan Eğitim Yapıları Asgari Tasarım Standartları Kılavuzu mevcuttur. Bu çalışmada, eğitim yapılarında tip proje ve standartlaşma başlığı altında tip projenin Türkiye’deki durumu, yaygınlaşması ve gelinen son durum örneklerle aktarılmıştır. Bu kapsamda öncelikle tip proje kavramı sorgulanmış ve Türkiye’de eğitim yapılarında tip projelerin mimariyi nasıl etkilediğinin ortaya konulmasının amaçlanmıştır.

In order to reach economic solutions in terms of construction and operating costs in Turkey, it dec observed that type project applications were started between 1920 and 1950. The type of projects where the basis of multiple applications of a single project has been taken into account has been raised as a result of the public's understanding of obtaining quick and easy results. The main reasons for this (1950) can be listed as the gradual increase in the school-age population in particular, the delays in building physical capacity and the inadequacy of local buildings. It should be noted that although there may seem to be changes in type projects within the scope of changing living conditions, the education system and user expectations from the past to the present, the practice of obtaining buildings with type projects in educational structures is still ongoing today. There is a Minimum Design Standards Guide for Educational Structures prepared by the Ministry of National Education for the design of new types of projects and other educational structures produced today. In this study, the status of the type project in Turkey, its dissemination and the recent situation in educational structures under the heading of type project and standardization are presented with examples. In this context, first of all, the concept of type project has been questioned and it is aimed to reveal how type projects affect architecture in educational structures in Turkey.
