Tesis güvenlik yönetimi, belgelendirilmesi ve risklerinin analizi

Gelişmiş ve gelişmekte olan birçok ülke, ekonomik ve teknolojik üstünlüklerini Savunma Sanayi ve Kritik alt yapılarda faaliyet gösteren kuruluşlarla yansıtırken, hızla gelişen teknolojinin ışığında, bu sektörler üzerine kurulan tesislerle üst düzeye taşımak istemektedirler. Bu kapsamda Ülkemizde de Savunma Sanayi sektörü veya kritik alt yapılarda faaliyet gösteren çeşitli kurum, kuruluş veya şirketlerin bulunduğu stratejik yapıya sahip tesislerin varlığı hızla çoğalmaktadır. Gizlilik dereceli bilgi, belge, hizmet, proje veya malzemelerin; üretimi, montajı, depolanması, araştırma ve geliştirme yapabilmesi, alım ve satım süreci gibi birçok evresinde mevcut olan tesisin, 5202 sayılı Kanun kapsamında yer alan Tesis Güvenlik Belgesine sahip olmaları gerekmektedir. Savunma sanayi veya kritik altyapı alanında faaliyet gösteren kuruluşlarda, tedarik edilecek teknoloji ve teçhizata ilişkin projeler dahilinde; gizlilik dereceli bilgi, belge, malzemeyi korumak ve çalışma ortamını güvence altına alarak, tesisi güvenlik kurallarına uygun standart kriterlerine getirmek ve güvenli bir ortam hazırlamak için iyi bir tesis güvenlik yönetiminin var olması gerekmektedir. Milli Savunma Bakanlığı Savunma Sanayi Güvenliği Yönergesi kapsamında, Tesis güvenlik belgelendirme işlemleri yapılırken, alınan sıkı tedbirlerle güvenlik yönetimini de büyük önem verdiği dikkati çekmektedir. Bu kapsamdaki çalışmada, savunma sanayi sektörünün ve kritik altyapılı tesislerin önemine giriş yapılarak, tesis yönetimi, tesis için yer seçimi, tesis güvenlik yönetimi ve aşamaları ele alınacak, tesis belgelendirme sürecinde yapılması gereken prosedürler detaylı bir şekilde incelenecektir. Aynı zamanda Uluslararası antlaşmalar çerçevesinde, farklı ülkelerde izlenilen prosedürlere dikkat çekilirken, Türkiye’de Tesis Güvenlik Belgesine sahip olup, bu alanda faaliyet gösteren kurum, kuruluş veya şirketlerin; faaliyetleri esnasında ve belgelendirme sürecindeki karşılaştıkları zorluklar ele alınarak, tesis içerisinde oluşabilecek risk ve tehlikelere karşı gerekli olan tedbirlere dikkat çekilecektir. Bu tez çalışmasının sonraki yıllarda yapılması planlanan çalışmalara yol gösterici nitelikte olması, Savunma Sanayi ve Kritik Altyapıya sahip sektörlerde yer almak isteyen, kuruluş aşamasında olan birçok firmaya kaynak niteliği özelliği taşıması ve tesis güvenlik belgesine sahip kuruluşların beklentileri, yaşadığı sıkıntıları ve taleplerini yapılan analizler sayesinde karar vericilere ulaştırılması hedeflenmektedir.

While many developed and developing countries reflect their economic and technological superiorities with organizations operating in the Defense Industry and Critical infrastructures, they want to take it to the next level with facilities built on these sectors in the light of rapidly developing technology. In this context, the presence of strategically structured facilities where various institutions, organizations or companies operating in the Defense Industry sector or critical infrastructures are increasing rapidly in our country. Confidential information, documents, services, projects or materials; The facility, which is present in many stages such as production, assembly, storage, research and development, purchase and sale process, must have the Facility Security Certificate within the scope of the Law No. 5202. Within the scope of projects related to technology and equipment to be procured in organizations operating in the defense industry or critical infrastructure field; It is necessary to have a good facility security management in order to protect confidential information, documents, materials and to secure the working environment, to bring the facility to the standard criteria in accordance with the security rules and to prepare a safe environment. It is noteworthy that the Ministry of National Defense attaches great importance to security management with the strict measures taken while performing the Facility security certification processes within the scope of the Defense Industry Security Directive. In this study, the importance of the defense industry sector and critical infrastructure facilities will be introduced, facility management, site selection for the facility, facility security management and stages will be discussed, and the procedures to be done in the facility certification process will be examined in detail. At the same time, while drawing attention to the procedures followed in different countries within the framework of international agreements, institutions, organizations or companies that have Facility Security Certificate in Turkey and operate in this field; The difficulties they encounter during their activities and during the certification process will be discussed, and the necessary precautions will be drawn against the risks and dangers that may occur within the facility. The fact that this thesis is a guide to the studies planned to be carried out in the following years, that it is a source for many companies that want to take place in the Defence Industry and Critical Infrastructure sectors and that are at the establishment stage, and that the expectations, difficulties and demands of the organizations that have the facility security certificate can be shared with the decision makers thanks to the analyzes made is intended to be delivered.
